46th Street & 46th Avenue Housing Development Proposal
A new residential building with 48 apartments is proposed for the property located at 4516-4556 46th Street East (northwest corner of the intersection of 46th Street & 46th Avenue). The project is proposed by Master Development and The Lander Group; the building would be managed by At Home Apartments once completed. The project would utilize the existing footings and foundation that were previously installed for a 27-unit residential building that was approved in 2005.
The property is zoned OR-2, High Density Office Residence district. The zoning variances and approvals for the previous 27-unit residential building proposal have since expired. The current proposal will require the following land use applications by approved by the City Planning Commission:
- Conditional use permit for 48 dwelling units.
- Variance to reduce the minimum lot area per dwelling unit from 602 square feet to 426 square feet, a variance of 29.2 percent.
- Variance to reduce the rear yard setback from 11 feet to 8 feet.
- Variance to reduce the north side yard setback from 11 feet to 10 feet.
- Variance to reduce the front yard setback from 21 feet to 7 feet.
- Variance to reduce the drive aisle width for one surface parking stall to 0 feet and reduce the drive aisle width for seven enclosed stalls to 0 feet.
- Variance to increase the maximum lot coverage from 70 percent to 73.2 percent.
- Variance to increase the maximum amount of impervious surface from 85 percent to 87.5 percent.
- Site plan review.
The project is scheduled to go before the City Planning Commission at its meeting on Monday August 15th at 4:30pm in Room 317, City Hall. An agenda for the meeting will be available on the City website here approximately one week in advance. The City Planning Commission meeting is a public hearing format, with opportunity for community members to speak. Feedback may also be submitted in advance of the meeting by emailing Kimberly Holien, City Planner at Kimberly.holien@ci.minneapolis.mn.us. All feedback will be collected and attached to the staff report that the City Planner provides to the City Planning Commission.
Community Meeting
LCC will host a community meeting on Wednesday, July 27th from 6:30pm-8:00pm at the Minnehaha Academy South Campus auditorium, located at 4200 West River Parkway. This meeting is an opportunity for community members to learn about the proposed project and provide feedback. Don Gerberding of Master Development will be present to discuss the project and answer questions. Council Member Colvin Roy will also be present to answer questions.
